"Why did Sean let eastserve down so badly especially since 2003?"

This should be answered simply by saying bad management was to blame, and Sean is the man who put them there.

A word should be mentioned about MCIN and how they are trying to find ways to engage with the community, this is where Eastserve failed it's users and the community. Had Eastserve continued and developed a strong community strategy, then funding might not have been a issue. Eastserve could have kept it's status as a broadband provider, and still involved the community providing content for the website. As I see it MCIN are providing most of the community content and managing the Eastserve website, and yet they are being blamed, when clearly it is Eastserve's fault.

eastserve.com as I remember it, is no more, the website should disassociate itself totally from Eastserve the broadband provider. Perhaps it's time to change the name of the website.

this makes it look like eastserve was never really any kind of success, but, in reality, eastserve was a huge success among the community and all associated with it until bad managment lead to its decline in 2003 which deterred the community from ownership. Eastserve's initial couple of phases i am sure changed peoples lives for the positive and reached out to those who wouldn't normally of classed a computer, current affairs and communication as essential as it is today in 2008!
